So, I got curious and decided to google what Cecilia meant as to figure out whatever the hell is going on with Albedo (since one of his ascension materials are Cecilia flowers) and I made an interesting find. 

1) Cecilia itself as a name means “blind” which I think is rather odd since there isn’t a lot going on with Albedo’s eyes. Don’t get me wrong they’re beautiful and all but they aren’t his most defining feature and the game doesn’t put a heavy emphasis on them.

Even if we were to assume this was metaphorical blindness Albedo is extremely smart as seen in game so there would be little he’s “blind” to. Maybe his master’s motives? We know his master isn’t a good person and all, but we don’t really know what Albedo thinks of them or why he’s left them, at least I don’t know. 

2) This one was more interesting, there is a number of duchesses named Cecilia, but the most famous one and the one who I would assume everyone knows of and the one who would make sense for Mondstadt is St. Cecilia.

Basically there was something about wanting to remain a virgin and God and whatever, but that’s not what I’m interested in. It’s how she died. 

She was sentenced to be boiled to death but by the grace of God or whatever she wouldn’t die or even respond to the heat. So, an order was given to chop her head off. Her head wouldn’t come off but she was wounded, and obviously the wound was on her neck. Where she was struck three times and bled out for three days. 

Now we’re getting somewhere, Albedo has a star tattooed on his neck, it’s most likely the star representing Khaenri’ah. And with how sensitive the neck is and how easy it’d be for someone to kill a person by aiming at their neck, I think the star tattoo being on his neck is something important, especially since his ascension material hints towards the neck as well. 

It could on the other hand be ruled out as a coincidence and I would personally  rule it out as one until we have more information on him and about the tattoo
